A lossy format like MP3 or OGG doesn't just compress a file once and stop — every time a lossy file gets re-encoded, whether that's converting formats or just re-saving at a different quality, some additional detail is discarded on top of whatever was already lost the first time. This effect, sometimes called generation loss, is why converting an MP3 to OGG and back to MP3 again ends up sounding slightly worse than the original MP3, even though each individual conversion seems reasonable on its own. It's rarely audible after just one extra conversion, but it does compound — which is why keeping an uncompressed master (WAV) around for anything you might need to convert multiple times is generally worth the extra file size.
MP3 is the safest choice — it plays everywhere. WAV is uncompressed, so it's much larger but lossless, good for editing. OGG gives similar quality to MP3 at a smaller size, but a few older devices and apps don't support it.
Converting to WAV never loses quality. Converting to MP3 or OGG is lossy — if your source file is already MP3 or OGG, converting again will lose a small amount of quality on top of what's already there, same as it would with any audio tool.
