Speeding up or slowing down a GIF doesn't re-draw or skip any frames — it changes how long each frame is displayed before moving to the next one. A GIF's timing is stored per-frame as a delay value, and doubling the speed simply halves every one of those delays, so the same frames play back faster without any loss of visual detail. This is why speed changes are effectively instant and lossless compared to something like resizing, which does have to redraw every pixel of every frame — the image content never changes, only the pacing between frames does.
